First of all, I'm new to Unity; I've only been working with it a little here and there for a week or so. However, I'm not new to the industry. I've had about five years of level designing experience, and am a novice to programming which I hope to get more into. *(I've done a bit of Lua, and C++ in the past. This at-least giving me a good understanding and logic of how programming is done, the formats, most of the functions and etc.)*
Enough about me though, if you even read that. What I need to know is if Unity(3D) 4 can run a City Simulation style game (Think Sims City). I'm probably going to aim for a *2.5D?* style for the game, here's a picture below for reference. The only twist being, the city will need to be randomly generated amongst other things.

If possible, I'd love some suggestions were to start; like if I should do the grid first or how to spawn the menus in, or if there are any tutorials for something along these lines like I've seen for FPS's and Third Person Shooters/Racing Games. Even a suggestion for something on the Assets Store, anything will be helpful and appreciated. Thanks.
